Reveneue Analyst

Overview

The Revenue Analyst is responsible for the analysis, review, and processing of VHT assessments, associated transactional revenue files, payments and supporting data for applicable declarations and exemptions, in accordance with the applicable municipal code sections and supporting by-laws.

  • Ability to establish effective working relationships with stakeholders, employees, client departments, outside agencies and/or politicians and other levels of government.
  • General understanding of project management methodology and standards.

  • Excellent interpersonal skills to act as divisional representative and to liaise with all levels of staff, other levels of government, legal, councillors, public, and other external contacts in an efficient, discrete and diplomatic manner.
  • Familiarity with government legislation in the areas of Occupational Health and Safety and Municipal Freedom of Information and Protection of Privacy Policy.
  • Ability to communicate effectively, both orally and in writing, at a professional level with senior management, consultants, staff from across the organization, including elected officials and the public.
Responsibilities
  • Develops procedures for property tax policies as legislated under the various Sections in the Municipal Act (e.g. policies applicable to new construction).
  • Administers correspondence regarding taxation/assessment issues to taxpayers and Municipal Property Assessment Corporation (MPAC).
  • Analyzes accounts and bills for changes to the class etc. (e.g, processing new construction subject properties due to Supplementary/Omit billings, year-end changes).
  • Reviews subject/comparable properties for eligibility to Municipal Property Assessment Corporation (MPAC) (e.g. incorrect class, eligibility questions).
  • Applies new construction/assessment provisions to properties with new classes created due to appeals.
  • Analyzes final billing information, i.e. accuracy of Current Value Assessment (CVA) as part of Final Billing process, and reviewing accuracy of information (e.g. assessment, taxes) on the Final VHT Tax Bill.
  • Administers Supplementary billing per the VHT by-law (Chapter 778, Vacant Home Tax) makes adjustments as required.
  • Reviews tax accounts as part of the VHT audit process in response to inquiries from taxpayers/consultants/lawyers/internal staff requesting clarification of account.
  • Analyzes, monitors and provides status reports regarding operating budget accounts and revenue accounts.
  • Prepares analysis of VHT taxation reporting, determines allocation of exemptions to the levying bodies.
  • Reviews existing/new policies. Develops, implements, monitors and maintains procedures. Reviews current situation in the Revenue Policy and Financial Analysis section for further changes/improvements to operating procedures due to changes with Municipal regulations and programs.
  • Prepares business case as necessary, e.g. user fees increase regarding public requests, procedure changes, etc.
  • Verifies accuracy of data and calculations in the Annual VHT report prior to Council approval. Prepares information for forecasting revenue budgets.
  • Prepares schedules for Operating budget, City Expenditures budget and City Revenue budget. Prepares forecast of VHT revenue for cash flow purposes. Prepares allotment schedules for revenue/expense items and year-end forecasts.
  • Co-ordinates the Section's financial analysis activities. Analyzes VHT related billing problems and makes recommendation for resolution.
  • Prepares and reconciles journal entries for charges added to the tax roll, e.g. VHT levies and charge-backs to accounts.
  • Ensures compliance of internal control procedures for VHT billing. Makes recommendations for amended internal control procedures, in consultation with internal audit.
  • Reconciles tax bill/statement amounts billed against subsidiary ledger including payments/outstanding totals. Investigates discrepancies and verifies problems are resolved, e.g. computer program errors. Reconciles the assessment base value changes to the billing totals, investigates and reports on discrepancies.
  • Monitors the scheduling of billing to determine variance in cash flow projections.
  • Monitors and prepares status report on VHT tax roll, e.g. analysis of taxation and number of accounts billed.
  • Liaises with other areas in Finance regarding revenue/accounting information, Management Services Department, Planning & Budgeting staff regarding budget matters and Corporate Information &Technology regarding system matters, other Municipalities and levels of government regarding revenue related matters.
  • Provides interpretation of relevant By-laws and statutes e.g. VHT By-laws and Municipal/Assessment Acts

Educational Requirements

  1. Considerable experience in financial program operations and/or tax policy analysis at the municipal or other public sector level including the research, analysis and interpretation of data.
  2. Experience in preparing comprehensive reports, business case writing and/or policy writing/development.
  3. Post-secondary degree or diploma in a relevant program or discipline, or the equivalent combination of education and experience.
  4. Proficiency in MS Office (i.e. Word, Excel, Power Point, and Access).
