Senior HR Consultant Strategy & Integration

Overview

Exciting opportunity to join our newly established Strategy & Integration team within the People & Equity Division. This role is dedicated to advancing P&E’s operational excellence, leading process and policy enhancements, aligning models, and supporting the division’s long-term vision and strategy.

As the Senior HR Consultant, Strategy & Integration, you will lead the planning, coordination, rollout, and delivery of projects and programs to enhance client service levels by identifying and addressing areas for improvement. Your responsibilities will include, but are not limited to, reviewing and renewing processes and policies, utilizing past diagnostics, change management and diversity, equity and inclusions principles as a foundation to modernize the workplace experience, and enhancing model realignment opportunities for service division and workload fragmentation.

To succeed in this role, you should possess human resources experience in a large, complex organization, coupled with a strong background in project management and implementing change management plans. You will need a comprehensive understanding of relevant human resources practices, collective agreements, employment legislation and policy administration and governance, along with proficiency in various de-escalation techniques.

You are an excellent communicator and presenter with outstanding interpersonal and negotiation skills. You excel at engaging individuals at all levels and cultivating positive working relationships to develop innovative solutions. You will play a key role in achieving and sustaining program goals by staying informed about industry best practices.

You are resourceful and possess well-developed problem-solving skills. With your experience in resolving confidential issues, you demonstrate the ability to make independent decisions and take initiative.

Last, but not least, you have a post-secondary education in a relevant discipline or an equivalent combination of education and experience in human resources. A CHRP/, CHRL, Project Management, Change Management experience or other relevant professional designation would be an asset.

Responsibilities
Reporting to the Manager, Business Transformation & Change Management, you will perform the following major responsibilities:  
  • Conduct research for industry best practices around process re-engineering in efforts to achieve improvements in quality of service provided by the division.
  • Organize, plan and execute projects while working within scheduling restraints.
  • Define project goals, communicate effectively with stakeholders and see projects through to completions.
  • Design and execute strategies to facilitate employee adoption of process and policy changes, using change management principles.
  • Provide ongoing support and coaching to employees within the Division to ensure compliance with established  service standards and accepted practices.
  • Keep manager and team abreast of updates, identifying trends and educating on lessons learned regularly.
  • Participate in ongoing collaboration with other area's within P&E to ensure the S&I team has relevant and current information.
  • Contribute to the ongoing development and implementation of the P&E policies and procedures to ensure the continued provision of efficient service delivery.
  • Monitor performance and provide growth and development opportunities for staff.
  • Keep informed of corporate initiatives and divisional activities within the City and ensure timely preparation of reports.
  • Ensure that employees perform their work in accordance with City and Divisional policies and applicable legislation.
  • Ensure compliance with all provisions of applicable collective agreements, legislation and divisional regulations.
  • Liaise with all P&E units regarding proposed program changes and recommends proactive strategies to increase effectiveness and to support efficient processes and policies.
  • Demonstrate leadership and proactive problem solving.
  • Make recommendations to assist the Manager in effective planning and service delivery.
  • Respond to information/action requests from senior staff and executive management team.
  • Design, develop and implement detailed plans and recommend programs, policies and procedures regarding project/program specific requirements.
  • Supervise, motivate and train employees, ensuring effective teamwork, high standards of work quality, organizational performance, continuous learning and innovation.
